transmit the enclosed copies of the commission

which I have appointed in the circumstances

explained in the correspondence under reference.

You will notice that the terms of reference do

not exclude Civil Servants from the purview of the Commission. I

have allowed Civil Servants whose applications to offer their services with His Majesty's Armies have been refused, to go before the Commission because I did not wish to deprive them of the

opportunity of having their cases reviewed.

The Commission has had the effect of inducing some who had not volunteered for active service beyond the Colony

to now offer their services. But it remains to be seen how far

employers will adopt its recommendations, if endorsed by the

Governor, in cases in which the Commission find that men should be

spared whom employers hold that they cannot spare.

It would be far more satisfactory both for

applicats and for employers, who have their responsibility to their constituents and principals to consider, if the same measure

of compulsion adopted in England were applied here, provided that
