With reference to your telegram of 25th January Hong Kong and Whampoa Dock Company can obtain steel plate from America at about £37 per ton, Steel plate just arrived from England with permission of Admiralty cost £14 per ton. Copper can be obtained Japan. My telegram 8th December Dock Company have

58977 replied to enquiry of Anglo Saxon Company that they

can build three tank steamers 400 feet long within 12 months of arrival of material Anglo-Saxon having reported that no difficulty as to supplying material. If this offer is accepted none of the present berths will be available but Dock Company have in contempla- tion extension of their shipyard to provide for laying down three additional steamers up to 700 feet long provided that they could be supplied with the neces- sary additional shipyard machinery from the United Kingdom.
