of Sister Lee for the post of Matron of the Civil Hospital, and state whether you could recommend her for the appointment?

I do not consider Sister Lee fit for the post

of Matron of the Civil Hospital. I consider she is too hasty and impulsive and is altogether devoid of the tact and equilibrium of mind and balance of judgment required for the post and its many responsibilities.
