I am directed to state that your letters of the 4th., 8th and 9th. January have been laid before His Excellency the

Governor, who instructs me to reply as fellowa:-

It is ruled by Colonial Regulation No. 37 that claims

of candidates for promotion are to be considered in order of their seniority, but that the selection will be mainly decided by regard to official qualifications.

As regards seniority your service under the Crow is less by four years than Miss Gorham's service, and it is longer by four years than Miss Sloan's service.

As regards official qualifications it is considered

that, while Kiss Gorham is at least on an equal footing with yourself in this respect, Miss Sloan has special qualifications which outweigh the claim which Miss Gorham has on the ground of eight years' seniority.

A copy of this correspondence, together with a

copy of any further letter that you may wish to address to the Government, will be forwarded to the Secretary of State for the Colonies. ▲ copy of His Excellency's despatch to the Secretary of State will not be furnished to you.
