With reference to Mr. Severn's Despatch No.408
of 14th. November last, I desire to bring to your notice the excellent work done by Mr. 7. C. Jenkin in organising the Special Police Reserve a report upon which was forwarded in my Confidential Despatch of the 12th. May last.

The Special Police Reserve is an armed body which has rendered very valuable service during the past 2 years. Through its instrumentality a large number of the European Contin- -gent of the Hongkong Police have been released for service at the front and the servicmof 20 more of such police have recently as you are aware been offered to His Majesty's Gavernment.

So valuable are the services of Mr. Jenkin, who devotes about 2 hours a day to the internal administration of the force - a serious encroachment on the time of a barrister who is in the large practics he enjoys - that I have more than once refused him permission to offer himself to the Military Authorities for service at the front or to take up work in connection with the
Volunteers.

In these cirousstmces I should be glad if some recognition of his exceptionally valuable work could be made since
