With regard to the general question of the
control of ship-building and ship-repairing facilities I have
thought it advisable pending your consideration of Mr. Sever's
despatch No. 418 of the 16th. November, to publish regulations,
-oopy attached, giving the Government power to take such steps as
it may wish in the matter. I attach a copy of a form of provision-
al permission which has been issued to nineteen Companies and firms
engaged in ship-building and ship-repairing.
