With reference to my despatch No. 443 of the
13th. December I attach a copy of a telegram which has been addressed by Messrs. Jardine, Matheson & Company, representing the Indo-China Steam Navigation Company, to their London house regard- ing the chartering of the ships in question; and I enclose also a copy of a semi-official letter which they have addressed to this
Government on the same subject. I am of the opinion that the services rendered by the Indo-China Steam Navigation Company in the Imperial interests justify their claim to special consider- ation in the matter, and I would therefore ask your approval by telegraph of the chartering to them, upon the terms named in your
telegram of the 23rd. December, of not more the three of these
vessels, the chartering of any vessel not chartered to the Indo- 10
