I am directed to inform you that His Excellency
the Governor, by virtue of the powers given by Section 7 of the
Trading with the Enemy Amendment Ordinance (No. 12 of 1915), hereby appoints you supervisor of the business of the Orient Tobacco Factory, Hongkong, with power to enter the business
premises of that firm at my time, to examine all incoming and
outgoing letters relating to or appearing to relate to the business
of the Orient Tobacco Factory, Hongkong, and to prevent the payment
of any money by the Orient Tobacco Factory, Hongkong, unless under
your general or special authority; and in general to exercise such
supervision as shall appear reasonably necessary to ensure that
there is no infringsment of any of the laws relating to trading
with the enemy .
2.
The renumeration to be granted to you will be
determined later according to the work involved.
