M. 48887 In reply to Mr. Bonar Law's Confidential despatch

of the 25th. of October, I have the honour to inform you that the Orient Tobacco Manufactory was established in this Colony some years before the outbreak of the present war by Mr. C. Ingenohl, a naturalized Belgian subject and a brother of the German Admiral of

the same summique, After the outbreak of war the transactions of

the Manufactory were watched but it was not till the 1st. of December, 1915, that the business of the Manufactory was placed under the supervisim of a Supervisor appointed in virtue of the power conferred by Section 7 of Ordinance No. 12 of 1915. I enclose copy of the letter of instructions issued at the time to the Supervisor.

The Manufactory is required to obtain Certificates

of origin from His Britannic Majesty's Consul General at Manila for any tobacco imported from the Philippine Islands for its use.

Regarding the working of the Manufactory I enclose copy of a statement by the manager furnished through the Supervisor. I may mention that no remittmce to Mr. Ingenobl has been authorised

since January, 1916.

The intercepted letter enclosed in your despatch

and hererith returned is dated the 21st. of August, 1916. r. Ingenohl was not placed on the Statutory list here until the 15th. of September although he was placed on that list in the United
