I have the honour to acknowledge the receipt of your letter No. 3295/1916 of the 26th. October, covering an extract. from the "Courrier d'Haiphong" forwarded to you by H. B. M. Consul General for Tunnanfu, announcing a further restriction on the privilege accorded to British goods of entering Indo-China under the minimum tariff for the duration of the War.

My committee have carefully considered the ratter, and desire ne to point out that the inclusion of the clause requiring trarekipment to and carriage by a Messagezivɛ Marifinte or other French steamer is resulting in loss of business to Britisk Steamere trading out of Hongkong to Haiphong, and other French Indo-China Porte, and as a concrets instance of this loss, I am desired to enclose a copy of a letter from Vesers. Butterfield and Swire covering copy of a communication addressed to them by Vesers.
