In view of the above considerations I should be
glad if you could see your way to review this question. I note that in the Straits Settlements the Superintendent of Government Monopolies enjoys larger emoluments than those which I recommend for the Superintendent of Imports and Exports. I trust therefore that my recommendation may not seem unreasonable. I would like to add that in the event of your approving my suggestion, I propose to submit the name of Mr. E. D. G. Wolfe for promotion to the new

pont. As Head of Sanitary Department Mr. Wolfe gave evidence of great organizing power. He is a strict disciplinarian and of very active and energetic habits. He is the senior officer in Class II and I have the greatest confidence in recommending him for this
particular post.

I recommended a salary in Class II for the Deputy Superintendent because of the circumstances mentioned in support of my first recommendation and because I feel strongly that in this Department and in this elony the Superintendent of Imports and Exports should have a first assistɛnt an officer of tried capacity and experience to help him and replace him during
illness or absence.

I should have explained in my telegram that after the war it may be possible to dispense with the services of the third osdet officer at present attached to the Department. This however will depend on the amount of outdoor supervision which legislation for the taxation of salt and other matters arising out of the Customs Agreement, which is at present being negotiated, will involve, But for the present and during the continuance of the stress imposed by the war, it is essential that there should be three ondet officers in the Department and the work is so responsible that I think the third should draw at least the
