Dodwells, whilst naturally eager obtain valuable agency, are
obviously prejudiced seriously by statement: Hongkong Government re- fuses port and cable facilities any agenoy in which Sanders Rehdore
are concerned – stop.
Thus Governor's permit; whilst allowing settlement Dodwells, would also deny this utterly unjustified statement, which denial so- licited in previous cables stop.
Everyone here, including Wade Gardner manager Hongkong Bank, who himself gaused Dodwells candidature, says that Government surely will not forse Reiss upon Texas Company and us and indirectly press us accept terms dictated by Reiss Bandera".
Your cable June 10th, 1916:
