I last had the honor to address you in reard to this matte I
on the 13th ulto. (as in copy enclosed), and now beg to report on its present position, because, contrary to the justified expectations of the Texa Company and myself, the London parent house of Hesurs. Reise & Co. Hongkong have not ratified their asacciate's acdeptan ce of the Joint-A¡enoy-Agreement as between Reiss & Co., the Texas Com- pany and my Company which acceptance (subject to London's consent) Hongkong telegraphed both to the Texas Company and me.

This is very regrettable indeed, not only because it is ob- vious that the Hongkong house much desires to obtain this valuable aoney, in spite of London's attitude, but because this dilatorious method of negotiation is greatly endangering the interests of all con cerned.
