the retention of our name in the business together with theirs, and without prejudice to their complete autonomy of administration, we hesitate to press their appointment. As to the question of a definite period of appoint - ment, this is entirely contrary to the practice of the Texas Company, which does not bind itself for any longer than the conduct of its interests by an agent makes it advisable. It is only in this way that it has built up a highly successful business in various parts of the world, and it is

not likely to depart from its usual custom in favour of a

place where its interests have been so prejudiced.

If we may presume to make a suggestion, it would be that His Excellency the Governor of Hongkong should use his influence to persuade Messrs.Reise & Co. to envisage this

matter from the point of view of national interests, and if

they are confident of their ability properly to manage, foster and develop the business, as we believe they are,

they should not fear to undertake it on a yearly tenure, being confident that so long as they manage it to advantage, it would not suit the Texas Company to make any change, and considering above all that if they decline to accept con- ditions which the Texas Company regarde as generous, this important business, with some four dozen sub-agencies well established throughout Southern China, will probably be made over to Messrs.Mitsui & Co., who will find ready to
