the !!** July, 1916.

We have been for some time past in confidential

communication with the London branch of the Inspectorate General of Chinese Laritime Customs un questions con-

nected with opium smuggling into China. We keep them

informed of any report that we may get of opium on its

way out to China.

General, who has, I believe, pretty accurate information

as to the identity of most of the persons forming the

small gang who engineer most of the smuggling, suggests

to me that as the principals are "soft living" a term
