After spending the afternoon of Friday last between the offices of the Crown Agents for the Colonies, and the Colonial office, explaining at length in both places, my application, I was finally informed that the
only course for me to pursue, was to address a letter
to you as Under Secretary for the Colonies.
No doubt you are aware that the Authorities at
Hong Kong have issued an order that no goods are to be
transhipped from there to the usual Ports for which Hong Kong is the Port of transhipment, such for instance as Canton,
Foochow, Amoy, etc., without, in future, certain formalities
