Just previous to the War we laid down at considerable expense moorings for our Mail Steamers in Hong Kong Harbour.
These were laid down especially in view of the comparatively speaking great size and weight and value of the "Empress of Russia" and "Empress of Asia", which are far and away the largest and most valuable vessels on the Pacific and knowing that it was imperative that in typhoon weather in Hong Kong they should have thoroughly safe moorings.
These moorings have now been commandeered from us with the sanction of your Department and I should be glad to know if instructions can be issued to the Authorities in Hong Kong that our ships are to be moored at these or moorings of equal strength and weight, so that no risk may be run.
