On page 4 of the enclosure, Regulation 8, sub-section

(1), appears to be drawn from the English Regulation 48, but me think it will be advisable to follow the English Regulation more closely.

We notice that theproposed Regulations make no

reference to the English Regulation 19, which deals with the taking of photographs, sketches, plane, etc., and is in our opinion very important especially in such a place as Hong Kong, and we suggest that the prohibitions contained in this Regulation should he embodied in the Regulations for Hong Kong.

On compering the draft Reguletions for Hong Kong with

the English Regulations, we see that the Hong Kong draftsman has apparently heen guided, in some cases at least, by the English Regulations before they,

were amended and we suggest that the Governor of Hong Kong should be supplied with a copy of the English Regulations with the latest amendments which should he embodied in the Hong Kong Regulations.

in force here, as that may he of service to the authorities in

Hong Kong, and we return the original Despatch and enclosures.
