In case the telegraphic enquiry relates
to the subsequent directions to the shipowners
to carry on the goods to their destination referre d
to in the letter of this Department to the
Colonial Office dated October 10th 1916, Mr.
Balfour thinks that the reply might usefully further state that the directions to the shipowners
to carry on the goods to Manila were given in relaxation of the prior orders of restraint, and were not an exercise of any fresh right of
restraint.
With reference to the Governor's statement that the Line are claiming a lien for the freight from Hong Kong to Manila and for godown rent at Hong Kong, this Department has been in communicatiorwith Mr. Harris, of the Ellerman & Bucknall Line, and is informed that the owners have no intention of claiming freight for the carriage of the goods in question from Hong Kong to Manila by the s.s. "Karonga". Orders have already been issued to the agents of the Line to this effect and these will be repeated
without delay.
