provision makes it, in Mr. Balfour's opinion, essential that [the initiative in demanding the

forfeiture of such goods saould be taken by the

Allied Consul, and the functions of the Colonial

Authorities should therefore in nis view be confined

to informing the Allied Consul of the situation and

enquiring whether, having regard to the Trading with

the Enemy laws of his country, he is prepared to

authorise the forfeiture of the goods concerned.
