Pacific Mail Steamship Company who failed to reply officially to my letter of the 19th ultimo and to confirm their letter of the 11th ultimo aidressed to Mr. Blunt. In the meanwhile the S.S. "Ecuador" arrived from San Francisco on Se tember 26th, and sailed on the 18th instant on her return voyage to that port. Investigation of the Inwards Manifest showed virtually no suspect shipments. Her Outwards Manifest contained no shipments in the names of any enemy or local Suspect List firms, but there were a few small shipments from Japanese unknown to me which I have little doubt will prove to be enemy cargo. The Agent has promised in future to refer to me before acceptance all ship- ments from other than White-listed firms.
Under the circumstances I am able to report favourably on the attitude of the Company and venture to suggest that refusal to these vessels of access to Hongkong as suggested in the final paragraph of the enclosure to your despatch ;No.50 Foreign Trade (77281/ 10) is neither necessary nor advisable at the present time,
A copy of this despatch is being sent to His Majesty's Minister at Peking.
