I am di

directed by the Minister of Munitions to refer

to your letter No.54312/16) of the 15th November, transmitting

a copy of a telegram from the Officer Administering the

Government of Hong Kong, on the subject of the proposed exportation

to Vladivostock of a shipment of English High Speed Steel.

I am to state, for the information of Mr. Secretary

Bonar Law, that the Minister is of opinion that permission for

this shipment should be withheld unless the firm desiring to

export can produce a certificate from the Russian Authorities

at Vladivostock that the material in question is required for

war work in Russia.

I am therefore to suggest that, subject to the approval

of Mr. Bonar Law, the Governor of Hong Kong may be so informed.
