With reference to your letter of the 7th instant,

No. 58859/16, relative to the export of margarine from

Hong Kong to Manila, I am instructed by the Director of

the War Trade Department to state for the information

of Mr. Secretary Bonar Law, that the general position as

to margarine is that in view of the shortage of butter

and margarine combined it is considered undesirable to

allow export from the Empire; moreover, the Dutch are

supplied with large quantities of raw materials from British

territory, in order to keep up their exports of margarine

to the United Kingdom and British Colonies, and it is

not therefore considered desirable to allow re-exports of

Dutch margarine.

It must be borne in mind that margarine can go freely

from the United Kingdom to Hong Kong, whereas export to

Manila would almost certainly be refused.
