It would follow from the principles suggested in your letter that the power of forfeiture given by $11 of Ord No 22 of 1915 should be utilized in the case of goods belonging to A, but we wish to inquire whether this applies also to goods belonging to Br.
As regards the fourth paragraph of your letter, he B.L. presumes that it would be against the order for the future originally intended, to affect goods that have been sold long since.
The goods have been sold long since, and it is desired to mention that the Statutory List includes goods consigned by a firm carrying on business in the Empire outside Hong Kong to a Br. firm landed at Hong Kong for transhipment after the property in the goods had passed.
We are also to inquire whether the forfeiture procedure might not be considered in the case of goods belonging to Br. firms.
