With reference to your letter of the 28th ultimo 1457/16 in which you transmitted copy of a telegram from the Governor of Hong Kong relative to the export of 2000 lbs. of Margarine to Manila
I am instructed by the Director of the War Trade Department to state, for the information of
Mr. Secretary Bonar Law, that this Department deprecates the grant of permission for the
export of Kargarine,

I am to ad. that unless your Department is aware of any special circumstances which would render it desirable to allow this shipment, Emmott would suggest that permission for the export should not be granted.
