"KARUE" A/S

We beg to acknowledge receipt of your letter

of yesterday, and note that His Majesty's Government cannot agree to the suggestion we made in regard to the consignment of this steamer's cargo per the s.s. "Karonga" to Manila.

We are not aware of the practice for tran- shipping at Hong Kong, whether it is usual for the

go goods to/forward under the through Bill of Lading or whether a local Bill of Lading is issued either in addition to or substitution for the original Bill of Lading. The procedure in this respect does not appear to be important, but in view of your instructions that the goods should go forward in the name of the original shippers and consignees we have cabled to our Hong Kong Agents as follows:-

"Iafue cargo have discussed with Government they "will not sanction ship in their name nor to British
