With reference to your letter of the 7th instant

/658/16 in which you tranemitted copy of a telegram

Gouth

from the Governor of Hong Kong, relative to the

export of Wood 011, Coconut 011 and Peanut 011 to

Kobe and Manila, I am instructed by the Director of

the War Trade Department to state, for the information

of Mr. Secretary Bonar Law, that this Department

has no objection to the export of the consignmentsin

question.

With regard to the Coconut Oil, it is observed

that there has of late, been an increase in the

number of applications for permission to export Straits

and Penang Coconut Oil from Hong Kong, and it would

appear from this that Oil is being sent to Hong Kong, as a free destination,in order to obtain the benefit of the somewhat freer licensing policy adopted there, in

view of the position of Hong Kong as transhipping

centre.
