Sir,
I am directed by Viscount grey of Falloden
to refer to your letter of the 11th instant, No. 47298/1916 enclosing a copy of a telegram from the
Governor of Hong Kong respecting Certificates of Origin
and Certificates of origin and Interest.
In reply I have to state for the information
of Mr. Secretary Bonar Law that Certificates of Interest
are required in respect of shipments from the Philippine
Islands, but not from French Indo-China.
I have to suggest that the Governor of
Hong Kong be informed accordingly.
