With reference to your letter of May 12th last (21327/1916) and to the letter from this Department of May 22nd (43581/36x), I am directed by Viscount Grey of Fallodon to transmit to you herewith, to be laid before the Secretary of State for the Colonies, an intercepted letter addressed by the Orient Tobacco Manufactory, Hong Kong, to Mr. C. Ingenohl, of Rotterdam, whose name occurs in the Statutory List for the Netherlands, together with a slip containing the Postal Censor's comments.

It is understood that "Mongkok" is the Hong Kong address of the factory and has no reference to Manila, as the Postal Censor appears to suggest.

I am to add that, as Mr. Secretary Bonar Law is of course aware, the El Oriente factory, of Manila, is on the Statutory List.

The War Trade Intelligence Department would be glad if the letter might be returned to them after perusal, unless it is desired to send it to Hong Kong, in which case they request that they may be informed (under reference MTHS: TIL. 07536) of the action taken.
