With reference to your letter of the 4th. instant
41508/18 in which you transmitted copy of a telegram
from the Governor of Hong Kong relative to the export
of Lard to Peru, I am instructed by the virector of
the War Trade Department to state for the information
of Mr. Secretary Bonar Law that the War Trade Intelligence
Department has furnished the following minute regarding
the Consignee.
E. Ayulo & Co. Peru, were reported by H.. Minister, Panama (in his Dispatch No.472 of 38.6.16), to be acting as cover for F. Hilbek & Company of Puira, in the matter of shipments of cotton and cotton seed, the latter being of German origin. F. Hilbek & Company are on the Statutory List,
In the circumstances Lord Emmott is of opinion that
permission for the export of the consignment in question should
not be granted without a special recommendation from the
Consul.
