Thus there only remains to institute as quickly as possible a system of Consular certificates (not retrospective)
If this assurance is not forthcoming it is no
use making threats seeing that at the instigation of the Sugar Syndicate the matter is being now in all probability thrashed out in Holland.
It seems to me, if the British Government is going to back up their Consul General in Netherlands India in this matter as they most undoubtedly should, if they
wish to prevent Java prices going to extreme levels, they should take some definite action at once in fact deeds not words' is what in my opinion is wanted.
