With ra erence to my telegram No. 86 of

the 20th instant I have the honour to enclose copies

of my telegrams to the Vice Consuls at Semarang

and Sourabaya (1) of 18th May instructing them in the

sense of your telegram No. 52 of 12th May regarding the

recommendation for the Statutory List of persons who persist

in exporting sugar that has passed through enemy hands

(2) of 17th June instructing them to warn all Bugar

millers against sales of sugar to firms on the Statutory

List and (3) of 20th instant instructing the Tice Consuls

to issue a similar warning to Chinese to refrain from

buying or selling to such firms.

The telegrams were sent ith the concurrence if Er.

R.W.E. Dalrymple the senior partner here of Messrs Maclaine

Watson with whom I am acting in entire Cooperation,

These definite warnings couched in as friendly

a language as possible, have, I understand, produced

a fesling of relief and made the situation clearer, without

in any way prejudicing the purchase of sugar by the Royal

Commission.

That the previous situation was unsatisfactory is shown

by the enclosed copy of a letter handed me by the Japanese Consul jesty's

Principal Secretary of State

for Foreign Affairs,
