In reply to your letter dated the

16th instant, regarding registered companies in

Hong Kong and China which have a preponderant

enemy interest, I am directed by Secretary Sir

E. Grey to state that he concurs in Me. Secretary

Bonar Law's proposal that these companies should

either be compelled to wind up altogether and to

distribute their assets, or that they should be

allowed to reconstruct on condition of their

buying out the interests of British shareholders

for cash at a rate of payment to be approved by His

Majesty's Consul-General at Shanghai.
