With reference to your letter of the 11th ultimo, No. 31767/16, transmitting copy of a Despatch received from the Governor of Hongkong, regarding the refusal of a licence to Messrs. Norman, Clarke, Dunlop and Company Limited, to export Pig Lead to Hongkong, I am instructed by Lord Emmott to state that the application in question was refused at the request of the Ministry of Munitions.
I am to add that licences for the export of Pig Lead to China are not being granted at the present time unless the circumstances are exceptional, although licences to export other forms of Lead may be granted.
No recent licence to export Pig Lead appears to have been issued in favour of Messrs. Jardine, Matheson and Company Limited. As regards Messrs. J. R. Michael and Company, a licence to export 200 tons of Pig Lead was issued on the 10th ultimo under exceptional circumstances, but the Lead was not actually shipped and it has now been purchased on behalf of the Ministry of Munitions.
