The Board of Customs and Excise have received from the Colonial Office a copy of a minute recording the conclusions arrived at by the Inter-departmental Conference on the Opium traffic.
They observe that the only point at which Customs co-operation will be invoked for giving effect to the plan outlined in the minute is the proposal to prohibit the importation of raw, medicinal or prepared opium under section 43 of the Customs Consolidation Act, 1876. Flo Customs difficulty is foreseen as regards this proposal : and my Board presume that the Secretary of State will now take steps to obtain the issue of the necessary Aroclamation or order in Council,
I am to add a request that my Board may be informed in due course of the arrangements made by the ome Office for the issue of licences, and for notifying this Department of the names and addresses of the licenceas
and, if necessary, the quantity and description of opium covered by each licence,
