I am directed by the Minister of Munitions

to acknowledge the receipt of your letter of the 9th May,

Reference No.30371/18, with copy of dispatch from the

Governor of Hong Kong relating to the shipment of

Dynamite and Detonatora. In reply, I have to state,

for the information of Mr. Secretary Bonar Law, that,

with a view of meeting the present shortage of Glycerine,

the Minister has arranged to reduce as far as possible

the percentage of Glycerine used in Blasting Explosives,

and to restrict the shipment of those explosives to

British Possessions and their employment in British

Possessions to such directions that will serve national

purposes at the present time. He considers therefore

that the continued shipment of explosives from Hong Kong

is undesirable, and would suggest that, if Mr. Secretary

Bonar Law sees no objection, arrangements should be made

for the discontinuance of these shipments.
