accordingly suggested that he should obtain an

official certificate from the Japanese Consul-

General that the goods had been bought and paid

for by Messrs. Morimura Bros. direct and not

through the medium of an enemy firm. This he

agreed to do and I informed him that I would in

that case report all the circumstances to the

Government of Hong Kong with whom the decision

would rest.

Mr. Hirata informed me that his firm

had been established in New York for about three

years and employed a large staff about 70 in

number. They had no office in London where they

were represented by agents - Messrs. L.E. Rosenfeld

& Do., 2 Levis St. (sic).

I may mention thatthe order sent from

the New York office of Messrs. Morimura Bros. te

Messre. A. Richter was signed by an individual

with the German-sounding name of Louis Greenwald.

Messrs. A. Richter are as you are aware

on the Black List, being the 'fence" for the German

firm of Reuter Brockelmann & Co., Canton.
