In reply to your letter of the 1st instant, No.

25718/1916, I an instructed by the Director of the War

Trade Department to state, for the information of

Mr. Secretary Bonar Law, that he sees no objection to

permission being granted for the export to San Francisco

of the China Beane and China Sesamum mentioned in the

telegram from the Governor of Hong Kong.

At the same time I am to say that it seems to

Lord Emmott scarcely worth while to inour the expense

of telegraphing in the case of such small quantities

as those in question, and he desires me to suggest

therefore, for the consideration of Mr. Secretary

Bonar Law, that the Governor might be given general

authority to permit the export of any consignment of

Chinese oleaginous material up to a limit say of 50 tons,

on the understanding that periodical returns of such

permits be furnished.
