The Swiss Minister presents his compliments to His Excellency the Secretary of State for Foreign Affairs

and, by order of his Government, has the honour to inform

HIM that for some time the Swise firm of Liebermann and

Walohli, of Zurich, have received no communications from

their customers in Japan, a fact which leads them to be-

lieve that they have been put on the Black List by the

British Authorities.

On October 9th 1915, Monsieur Carlin has already h

had the honour to approach Sir Edward Grey with respect to

Mesars Liebermann, and according to information received

from that concern,

HIS MAJESTY'S Commercial Attache at

Berne has then received instructions to cause an enquiry

into the dealings of the firm. On receipt of the report

of the British Official in charge of that enquiry, Kr.

Parker, the British Authorities appear to have removed

Mesere Liebermann from the Black List.

As, however, new difficulties, as mentioned above,

now arise as to the correspondence of Messrs Liebermann

with their customers, Monsieur Carlin would feel obliged

if Sir Edward Grey would be so kind as to let him know

whether these difficulties are merely the result of

delays in the telegraphio service or whether restrictions

have again been decreed against Messrs Liebermann.
