This list will consist of three categories (a) enemy firms (b) firms who are enemy in all but name i.e., neutral firms who habitually act as intermediaries for enemy trading and (c) firms with regard to whom there is evidence that they have on certain occasions acted as intermediaries for an enemy.

His Majesty's Minister in Peking has been informed that there will be no objection to His Majesty's Consuls in the more important shipping centres in China continuing to keep lists of suspect firms for local information, but that the only official black list will be the one issued by this Department which will be revised from time to time in accordance with the Consular reports received through the Legation.

I am to suggest, if Mr. Secretary Bonar Law sees no objection, that the Governor of Hongkong may be informed that a revised Black List for China and Siam is now in course of preparation on the lines indicated above and that it is hoped this list will prove of use in connection with the licences granted to shipowners in Hongkong under the new Orders in Council.
