I am directed by Sir E. Grey to acknowledge receipt of your letter 15421/1916, dated the 17th
instant, enclosing copy of an Ordinance to amend
the law relating to importation and exportation in
the Colony of Hongkong and to say that Sir E. Grey
is of opinion that the ordinance is well adapted to
enable the Hongkong Government to exercise the necessary
control over the colony's import and export trade.
With reference to the second paragraph
of your letter, I am to state for Mr. Secretary Bonar
Law's information, that confusion having arisen owing
to the fact that some of the black lists or lists of
suspect exporters issued by His Majesty's Consuls in
China, in particular the list issued by the Consul
General at Shanghai, contained names not included in
the black list kept in this Department, and vice versa,
steps are now being taken to prepare a revised black
list for China and Siam which will be issued by this
