I am directed by Secretary Sir E. Grey to

enclose a copy of a note from the Swiss Minister in

London on the subject of the detention of telegrams

between Messrs. Pfister & Co., of Zurich and their

branches in Shanghai and Yokohama. Assuming that the

telegrams referred to have been detained by the Cable

Censor at Hongkong and Singapore I am to request, if Mr.

Secretary Bonar Law sees no objection that enquiries

may be made of the Governments concerned if possible by

telegraph as to the reasons for the detention of this

correspondence. The Swiss firm of Pfister & Co., is

not on the General Black List, nor is anything known in

this Department to the detriment of their branches in

East Asia.
