The Swiss Minister presents his compliments

to His Excellency the Secretary of State for Foreign Affairs (Foreign Trade Department) and, by order of his Government, has the honour to bring to HIS knowledge the following matter:

The Swiss concern, Messrs. Sulzer, Frères S.A.,

of Winterthur, have a branch establishment at Kobe, Japan. For some time past, the communications between the Head firm and the said branch seem to have been interrupted, as the cables exchanged between the two establishments have not reached their destination. From the middle of February last untill the middle of the present month three cables from Messrs. Sulzer, of Winterthur, to Messrs. Sulzer,

of Robe, and seven cables from the latter to Winterthur have not been forwarded by the Cable Service.

on enquiries at the British Embassy in Japan, the firm have received the assurance that there is no

suspicion on the part of the British Authorities as regards

the Branch at Kobe; on the other hand, Messrs. Sulzer

of Winterthur are unable to find any reason for such

measure in the way how business is done by their firm in a

general way, as they have for obvious reasons never

failed to strictly observe the prescriptions issued by the

Powers of the Quadruple-Entente with respect to "Trading

with the Enemy".

Monsieur Carlin would therefore be greatly

obliged, if Sir Edward Grey would kindly recommend this

matter to the attention of the proper Department with a view

of removing the restrictions which might have been imposed on

the firm in question.
