I am directed by Secretary Sir E. Grey to enclose copy of a note from the Swiss Minister in London on the subject of the detention of numerous cable messages since the middle of February last, between Messrs. Sulzer Frères S.A. of Winterthur, Switzerland, and their branch in Kobe, Japan.

Assuming that the messages referred to have been detained by the Cable Censor at Hong Kong or Singapore, I am to request, if Mr Secretary Bonar Law sees no objection, that enquiries may be made of the Governments concerned, if possible by telegraph, as to the reasons for the detention of this correspondence.

The Swiss firm of Sulzer Frères is not on the general Black List, and their branch in Kobe has not been recommended for inclusion in the Statutory List for Japan.
