I am directed by Secretary Sir E. Grey to
state, for the information of the Secretary of State
for the Colonies, that an application has been received
by this Department from the firm of C.Czarnikow Limited,
London, on behalf of Messrs. John Swire & Sons Limited,
for licence to complete a contract entered into on May
4th,1915 with Messrs. Erdmann & Sielcken of Batavia for
the shipment of 6,000 tons of Java sugar to Messrs. John
Swire & Sons' refinery at Hong Kong.
In view of the notorious enemy character and
activities of the Batavia firm, which, is on the Statutory
List of firms with whom British subjects are forbidden to have commercial or financial dealings, Six E. Grey is of opinion that Messrs. Swire's application should be refus- ed, but before a final answer is returned I am to
enquire whether Mr. Bonar Law is prepared to concur in
this decision.
