With reference to the correspondence which terminated with your letter No. 21022/12 of the 19th of June, 1913, I am directed by Mr. Secretary Bonar Law to transmit to you copies of notes which have been received from the Commissioner of Weihaiwei, with their enclosures in original, for any observations which the Post Master General may wish to offer. It appears to Mr. Bonar Law to be clearly established that the mails in question have been tampered with; and he is disposed to think that unless the saving in time the use of the Siberian route is considerable, it would...
