Please see the notes from Weihaiwei enclosing copies of 3 Cruisers which were received open, although the mailbag containing them bore no evidence of being tampered with. The covers used, although sufficiently large as not to suggest that they were burst open, were perhaps hardly stout enough to withstand rough handling of the mailbags unless tightly packed in the bags : and as in one case the Envelope was contained with others in a sealed cover which bore no signs of being tampered with, it would seem that in that case at least the cover did burst open.

These despatches were sent by the Sebena route, as they were not regarded as so secret as to necessitate their being conveyed via the Thames by British Steamer all the way.

I have looked further into this matter and ascertained from Mr. Wilson that there has been a great deal of correspondence during recent years on this subject. Neither Mr. Smith nor I appear to have seen it. The papers (See Hong Kong 20882/13 and previous papers) show
