Sir,

REC

REGS ARE 16

Foreign Office,

March 28th. 1916.

With reference to your letter of March 25th.

I am directed by Lord R. Cecil to state, for the

information of Mr. Lloyd George, that enquiry as to

the position and activities of Messrs. Vogelstein has already been made by telegram of His Majesty's Repre-

I am to say sentatives at Washington and New York.

that until their replies have been received no decision

can be taken on the question as to whether the name of

the firm should be placed on the Black List,

I am further to point out that one or other

of our Allies may have placed contracts with Messrs.

Vogelstein and to suggest that, in these circumstances

it would be advisable to consult them before any final

decision is taken.

With regard to the consignments of antimony

regulus now held up at Hongkong, I am to say that, if its further detention there presents difficulties, it

should, in Lord R. Cecil's opinion, be allowed to go forward consigned to His Majesty's Consul General at New York. Mr. Clive Bayley has already been re- quested to withhold delivery pending further in-

structions.

The Secretary,

to the Ministry of Munitions.

I am,

Sir,

Your most obedient humble Servant,

(sgnd) E. A. Crowe.
