Referring to my telegram 60.

My American colleague new writes that he presumes

ban against Schmidt will be removed because of the

attitude of the Government of Hong Kong who have

recently permitted 25 parcels by post and other

shipments from Japan for Schmidt to pass the Colony. He hopes that Schmidt's name willbe now removed from

the Black List.

I have no knowledge of the alleged action at Hong Kong but hardly credit it.

The United States Minister states that he was

instructed to investigate Schmidt's bona-fides and

that he has formally recognized that Schmidt being

a genuine merchant and agent, is entitled to American

official assistance. My opinion is opposed to that

of the United States Minister and the enclosure in my

despatch 29 political series appears to confirm it.
