With reference to our telegram of the 2nd March in cypher. You should detain all goods consigned by or to firms, who are
on the Statutory List under Trading with the Enemy Extension of Powers Act, which are brought into port in transit on British. or subject as below Allied vessels.
Such goods in transit on Allied vessels should only be detained if the Consular authorities of country to which ship belongs do not object. If the Consular authorities object, the goods should be allowed to proceed, but you should report the case to me. In all cases detention should be followed by pro- secution under the local Trading with the Enemy Law where the circumstances admit. You should not detain goods in transit which are consigned to or by firms on the General Black List, but who are not on the Statutory List.
